The USDA and the Association of Zoos and Aquariums (AZA) Avian Influenza Surveillance Plan tests zoological collections for both endemic low pathogenic avian influenza viruses (LPAI), as well as serving as an early detection system for high pathogenic avian influenza viruses (HPAI) should any such agent enter a zoological setting.

ZOOLOGICAL PARKS AND EXHIBITORS SURVEILLANCE PLAN FOR AVIAN INFLUENZA

HPAI H5N1 has moved outwardly from Asia but has not yet been detected in the western hemisphere. While, it is unclear how HPAI H5N1 might arrive into North America, it is possible that wild birds may act as vectors of the virus once established. USDA APHIS Animal Care monitors facilities under its oversight using a voluntary cooperative surveillance plan. The project is administered by Lincoln Park Zoo on behalf of the Association of Zoos and Aquariums (AZA), a chief stakeholder for Animal Care and includes regulated non-AZA exhibitors. The goals of this project are to monitor for both LPAI and HPAI, and detect and characterize any H5 or H7 subtypes, especially HPAI H5N1 as well as provide the zoological community with an Outbreak Management Plan to assist State and Federal regulatory officials with the handling of an outbreak of HPAI H5N1 on Zoo grounds, should one occur. In addition this program will provide an updated Vaccination Plan for Zoological Specimens should an appropriate vaccine be identified for use in zoos. Lastly, the program strives to facilitate dialogue between individual zoological institutions and appropriate State and Federal regulatory veterinarians who would work together for disease management if a highly pathogenic form of avian influenza is detected.

RESULTS & REPORTS

A limited number of reports will also be available. All testing and results data is confidential and may only be viewed by that institution. Summary reports will maintain institutional confidentiality.

PROTOCOLS

Upon receiving test kits participating institutions may begin testing birds following the rules delineated in the Collection Manual. The Collection Manual outlines testing protocols and procedures. Once samples have been taken institutions should also record demographic and sample information on the accompanying Demographic Data Form and Sample Collection Sheet. Samples are shipped to that institution's regional NAHLN laboratory.

PROJECT

This cooperative effort between USDA Animal Care and ZAHN is an opportunity for AZA institutions and partners to collaboratively test collection and wild birds found on zoo grounds for avian influenza. This program consists of three plans:

  • Surveillance - provides free diagnositic testing for avian influenza
  • Outbreak Management - addresses the unique needs of AZA zoos and other exhibitors should HPAI be detected
  • Vaccination - provides most current protocols for zoo species

The plan is voluntary and completely free of charge. Participating institutions may test up to twenty-five birds monthly. Test results will be available in a webased secure, online database. Summary reports will be available for participating institutions.
